边防毗邻省区跨域协同警务战略研究

在非传统安全威胁不断增多的情况下，公安边防部队维护边疆社会治安和政治大局稳定的职能作用更加凸现。针对公安边防部队点多、线长、面广的特点和毗邻省区结合部管理防范相对薄弱的实际，研究探索新形势下加强毗邻跨域警务协同、联手固边的工作机制，形成无缝链接——“全国边防一盘棋”的整体战略，全面提升公安边防部队战斗力，具有极其重要的现实意义。     

Operating Costs of Aging Air Force Aircraft: Adjusting for Aggregate Budget Effects

The rate at which operating costs grow as aircraft age is important for setting operating budgets and for deciding when to replace aging systems. While studies using data from the 1990's typically found 1–3 percent real rates of growth in operating costs as aircraft age, studies using data from the 2000's found greater rates, for example in the 4–6 percent range. Growth in the total U.S. Air Force budget during the 2000s appears to explain much of the higher estimated annual growth rates in operating costs per flying hour beyond the growth rate intrinsic to the aging of the fleet.

Exploring the subsidiarity principle in policing and the operations of the Nigeria Police Force

The provisions of the 1999 Constitution, which recognises the existence of a single police force and forbids parallel police organisations, have oftentimes generated controversies among actors in the Nigerian federal polity. Rising insecurity precipitates lingering questions on the utility and adequacy of a single, highly centralised and centrally controlled police force given Nigeria’s geographic vastness and demographic diversity. Conversely, arguments have also dwelt on the dangers of fragmentation considering Nigeria’s psychosocial, economic and political nature. This article attempts to balance these arguments by analysing policing and the operations of the Nigeria Police Force (NPF) through the lens of the subsidiarity principle. Subsidiarity is a governance principle in federations, captured in the founding documents of the European Union (EU), which prescribes that governmental powers, authorities and duties should be held by the tier that can best perform them equitably, efficiently, effectively, suitably and based on interest and need. Drawing largely on interviews with purposively selected police scholars, political actors, civil society organisations and police personnel, the paper contends that this principle offers a pragmatic solution to the perennial problems of intergovernmental frictions on the use of the police within the context of governance in the Nigerian federation.     

Capacitated lot‐sizing and scheduling with parallel machines,back‐orders,and setup carry‐over

We address the capacitated lot‐sizing and scheduling problem with setup times, setup carry‐over, back‐orders, and parallel machines as it appears in a semiconductor assembly facility. The problem can be formulated as an extension of the capacitated lot‐sizing problem with linked lot‐sizes (CLSPL). We present a mixed integer (MIP) formulation of the problem and a new solution procedure. The solution procedure is based on a novel “aggregate model,” which uses integer instead of binary variables. The model is embedded in a period‐by‐period heuristic and is solved to optimality or near‐optimality in each iteration using standard procedures (CPLEX). A subsequent scheduling routine loads and sequences the products on the parallel machines. Six variants of the heuristic are presented and tested in an extensive computational study. © 2009 Wiley Periodicals, Inc. Naval Research Logistics 2009

高层建筑火灾扑救战斗编成问题研究

高层建筑发生火灾火势蔓延迅速,人员疏散困难,灭火救援人员体力消耗大,火场供水保障困难,通过对高层建筑火灾扑救面临的难点的分析,提出了扑救高层建筑火灾的战斗力量编成模式及注意事项。     

剪切来流条件下的涡生振荡机理的数值研究

将指数极坐标系建立在运动的圆柱上,推导了运动坐标中剪切来流条件下,涡生振荡的涡量-流函数守恒方程及其初始和边界条件,圆柱表面的水动力表达式以及圆柱振荡方程。对圆柱从静止开始振荡,到发展为稳定振荡状态进行了计算和讨论,描述了脱体涡街的发展过程,升阻力相图的连续变形和漂移,圆柱振荡和平衡位置的变化过程。并研究了涡生振荡终态随剪切度K的变化。结果表明,剪切来流给流场加入了背景涡,使圆柱的上涡增强而下涡减弱,流场的对称性被破坏。随着剪切度K的增大,涡街的倾斜程度增大,压力曲线的漂移量增大,由此导致升力的绝对值增大,圆柱的振幅增大且平衡位置向圆柱下侧的漂移也越大。
